People that work for contractors to the feds will notice they are out of 
work, and pay.

Unpaid air traffic controllers that are expected to work without pay 
will notice. A shortage of them may mess up airport safety is they go 
without pay too long, like previous times the GOP has done this.

US military families may notice.

People depending on subsidized child care may have to stay home from 
work to care for their family.
