ISP, which is where your IP block will be. There is a small choice of 
providers that can be counted with one hand, the rest are resellers.

You have to choose an ISP in your area of residence, catering to 
residents. One has to look at things such as fiber speed, TV offerings, 
etc. How they handle SPAM? They are all the same.
