That`s most probably not the reason.
The sync between the Github (mirror) repository and the (main) fossil
repository apparently stopped working a few days ago.
Then Github action is not seeing any new commit and therefore does not
launch CI (trigger is on push).
This happens from time to time. Some cronjob must be restarted IIRC.
Usually I ping Andreas Kupries in this case (in the chat, or by email -
now cc`ed).
