You are probably right. It would definitely end up that way.

Maybe the best thing to do is keep ignoring the problem. We`ll 
just have to look the other way when we drive by a hobo camp.

In the past, I had some ideas, but they weren`t accepted by 
most. We could supply them with free needles and generous 
heroin or fentanyl doses. That would definitely fix some of the 
problem.

We`d still be left with the people who aren`t dope addicts, 
just mental nut cases. So it isn`t a complete solution.
